What is the whistleblower protection act
The "Whistleblower Protection Act" was enacted in June 2004 and came into effect on April 1, 2006, to ensure compliance with laws related to the protection of the lives and bodies of the public and the protection of consumer interests by businesses. It also ensures that workers who report for the public good are not subjected to dismissal or other unfavorable treatment.
What is whistleblowing
Whistleblowing refers to the act of reporting, by a worker, the occurrence or impending occurrence of illegal activities by a business (its officers, employees, etc.) to one of the following entities, without fraudulent intent. Please refer to the Whistleblower Protection Act for specific protection requirements based on the reporting entity.
- internal reporting to the business (the labor provider)
- administrative agency (an agency with the authority to take action or make recommendations on the illegal activity)
- other external parties (those deemed necessary to prevent the occurrence or escalation of damage from the illegal activity)
Eligible users of this contact point (whistleblowers)
This contact point is available for the following individuals:
- officers
- employees as stipulated in the Science Tokyo Employee Work Regulations
- indefinite-term employees as stipulated in the Science Tokyo Indefinite-term Employee Work Regulations
- fixed-term employees as stipulated in the Science Tokyo Fixed-term Employee Work Regulations
- part-time lecturers (employed) as stipulated in the Science Tokyo Part-time Lecturer (Employment) Work Regulations
- former employees who held any position from No. 2 to the previous position within one year before the date of the report
- temporary workers engaged in university business based on the Act on Ensuring Appropriate Operation of Worker Dispatching Businesses and Protection, etc. of Dispatched Workers, or those engaged within one year before the date of the report
- individuals engaged in university business based on contracts between the university and other businesses, or those engaged within one year before the date of the report
- If a report or consultation is received from individuals other than those listed above, it will be handled in accordance with the Science Tokyo Whistleblower Protection Regulations.
About reporting and consultation methods
In principle, it is from Monday to Friday, 8:30 to 17:15 (excluding 12:15 to 13:15). Please use the reporting format to report.

About the protection of whistleblowers
Whistleblowers will not be dismissed or subjected to unfavorable treatment (disciplinary action, demotion, pay reduction, etc.) for reporting.
Confidentiality, etc.
We ensure thorough confidentiality and protection of personal information related to reports, etc.
- When conducting investigations, we take sufficient care to ensure that whistleblowers, etc., are not identified.
- The content of whistleblowing and personal information obtained in investigations will not be disclosed unless there is a legitimate reason based on laws and regulations.
Prohibition of reports for fraudulent purposes
Whistleblowers must not make false reports or reports for the purpose of defaming others or other fraudulent purposes.
