Promoting fair research practices

Science Tokyo has established a Code of Conduct for Researchers and is committed to promoting fair research activities and the appropriate management of research funds.

Basic policy

To prevent the misuse of research funds, Institute of Science Tokyo (Science Tokyo) has established a basic policy that must be observed by all members involved in research activities.

Code of conduct for researchers

In light of the Science Council of Japan's statement "Code of Conduct for Scientists" (October 3, 2006), we have established the "Code of Conduct for Researchers at Institute of Science Tokyo".

Handbook on the Use of research funds

We have created the "Handbook on the Use of Research Funds" to organize the rules for using research funds and to prevent misuse or inappropriate use resulting from a lack of understanding of accounting procedures and rules.

Administrative structure for the appropriate management of education and research funds

（1）Administrative responsibility structure

Chief Administrative officer (President and Chief Executive Officer)

Holds ultimate responsibility for the execution of the budget for education and research funds. Formulates basic policies for misconduct prevention measures and takes necessary actions.

General (Manager President and Chief Academic Officer)

Holds substantial responsibility and authority to supervise the entire institute regarding budget execution. Formulates specific measures based on the basic policy and reports the implementation status to the Chief Administrative Officer.

Compliance Promotion Officer ＜Research Ethics Education Officer＞ (Head of Department)

Holds substantial responsibility and authority for budget execution within their department. Implements misconduct prevention measures, conducts compliance education, monitors the status of members, and reports to the General Manager.

Auditor

Audits the university's operations and provides opinions directly to the President. Includes the management of competitive research funds in their audit scope to verify from an institutional perspective.

（2）Responsibility structure for budget execution

Budget Manager (Head of Department, etc.)

Holds authority and responsibility for budget execution within a budget unit. Appoints Budget Execution Administrators for each budget detail.

Budget Execution Administrator

Under the Budget Manager, holds authority and responsibility for budget execution in the allocated budget details. Appoints Budget Execution Assistants.

Budget Execution Assistant

Under the Budget Execution Administrator, supports budget execution for each budget detail.

Institute of Science Tokyo plan for the prevention of improper use of education and research Funds

(1) Plan for the prevention of improper use

To promote the proper operation and management of education and research funds, we have established the "Institute of Science Tokyo plan for the prevention of improper use of education and research funds".

(2) Implementation plan for compliance education and awareness activities

We have formulated a "Implementation plan" for compliance education and awareness activities to ensure the proper operation and management of research funds.

Important points

In principle, reports should be made with the individual's real name. Whistleblowers are protected from disadvantageous treatment (except in cases of reports made in bad faith).
